Stone King LLP

Name:Julian Blake

Title :Partner

Julian has specialised, for over 28 years, in social enterprise, charity, responsible business, public service commissioning and delivery, and public policy implementation and innovation. Blending charity and business law disciplines, he was engaged throughout the progressive development of Social Enterprise, Social Finance, Social Value and Social Impact Measurement and their application to public policy. He promotes the European Commission Social Business Initiative perspective on Public Procurement and State Aid, challenging misconceptions. He is a member of the Social Value Taskforce and the UK National Advisory Board Public Procurement Sub-group.

He is especially interested in: the development of public service partnerships between social enterprise suppliers, commissioners and social finance institutions; place-based community initiatives; community and crowd funding; and the new "innovation partnership" procedure, with its unique feature of design and delivery within a single public service contract.

He applies this approach particularly in the Community Transport; Education; Health and Social Care; Justice and Rehabilitation; and Renewable Energy sectors.

Julian’s areas of legal expertise include: commercial and charity law advice to charities, social enterprises, mission-led businesses, charities and commercial organisations; formations and constitutional reorganisations; Charity Commission and sectoral regulation; joint ventures/mergers/business transfers; private, public and third sector contracts and funding arrangements; public procurement and state aid; education law; financial services; and competition law.

Name:Hannah Kubie

Title :Partner, Charity & Social Enterprise Team

Hannah advises charities and social enterprises on incorporation and registrations, governance issues, commercial operations and mergers and transfers.

Her particular expertise is in contracts and grants, and she acts for a number of publicly funded organisations. She frequently advises on collaborations and partnerships, procurement and trading. She is also experienced in the establishment of academies and free schools, both as part of single model and multi-model academy trusts.

Hannah works closely with the firm’s Corporate team in the area of social finance, which includes advising organisations seeking to raise funds and advising charities on their social investments.

An active member of the Charity Law Association, Hannah recently participated in its working party on the Law Commission’s consultation on a new social investment power for charities.

Hannah trained and qualified at Linklaters, and subsequently worked at Capsticks prior to joining Stone King in 2010. Her decision to specialise in the charity sector was in part influenced by her secondment at an international children’s charity.
