Chair: Tej Dhami, Managing Director, The Change Coefficient Contributors: Carolyn Wilkins, CEO, Oldham Council Amanda Bouttell, Employment and Skills Project Manager, West Lindsey District Council This session will share the learning from the E3M Collective Impact Project, which carried out a series of three 24-hour catalytic Alchemy Events aimed at developing social enterprise solutions to challenges in Oldham, Rotherham and Gainsborough. What are the key ingredients that support a step change in developing new social enterprise solutions to local issues? How can social investment make a difference? Tej is a finance and enterprise development expert with a career spanning investment banking, equity fund management and social enterprise incubation across developed and developing markets. She has funded, supported and built social enterprises in India and Myanmar. Tej has helped more than two hundred mission driven organisations and raised over £5m of capital through equity and debt. Tej is a teacher at heart and has designed and delivered a complete curriculum for social enterprises and business coaches. She leverages her experience as an investor and social entrepreneur to help clients navigate the complex world of impact investing. Prior to her work in development, Tej was a Vice President of equity research at JPMorgan and a fund manager at Odey Asset Management. She holds a degree in Politics, Philosophy and Economics from Lady Margaret Hall, Oxford. Carolyn is the Chief Executive at Oldham Council and the Accountable Officer for NHS Oldham CCG. Passionate about the role public services have in improving life chances for people, she has taken forward a wide-reaching programme of reform and integration of services in order to deliver significantly better outcomes. She undertakes the lead chief executive role for Greater Manchester on a range of issues including the Safe and Stronger Communities portfolio. She is the architect for Greater Manchester Leadership and Workforce Development Framework, which aims to support the growth of a community of skilled, connected leaders from all sectors in the City Region. She is the lead chief executive for Population Health, overseeing the wellbeing and prevention agenda for Greater Manchester. She is also Chair of the Oldham Maggie’s Fundraising Board and co-chair of the GM Cancer Board. She was appointed to the NHS Assembly in March 2019. Carolyn has significant public sector experience and a long commitment to understanding public service delivery from different perspectives, so crucial to developing collaborative working. This includes involvement in the Civil Society Future Inquiry, and Centre for Policing Research and Learning, Open University. Carolyn has an MA in Literature from the Open University and a Master’s in Public Administration from Warwick Business School. Her Doctorate in Business Administration focused on the relationship between trust and control in organisations during times of significant change. Carolyn was awarded an OBE in June 2016 for her services to local government and public service reform. Amanda Bouttell is currently Employment and Skills Project Manager at West Lindsey District Council. Her career spans over 25 years with a highly accomplished track record in the workforce development arena as a practitioner for the National Investors In People Standard. She has also worked extensively within business and enterprise as an accredited Business Adviser, developing long term strategic client relationships and helping to stimulate business growth across a range of different sectors. Amanda has been with West Lindsey District for five years and has dedicated time to understanding a complex range of employment and skills needs. She is now successfully implementing projects that are having a positive impact on the local community. She is also passionate about developing cohesive and effective Partnership working, and has been successful at leading several projects through this route.
